      Minutes of the special general meeting, and of the meeting of branch representatives, on March 17, 2006 at the Kadman Pavilion, Eretz-Israel Museum

      Schedule and Agenda:

      9:00–9:20: Registration

      9:20–10:00: Annual report of the President of the Israel Numismatic Society (INS)

      10:00–10:30: Break (during which copies of the rules and regulations were distributed for examination

      Special General Meeting

      Report of Haim Gitler, president of the INS:

      summary of the activity of the INS since his election

      report on the subjects that were raised at the meeting of representatives of the branches on September 25, 2005:

          o preparation of updated rules and regulations

          o joining the INS and the Israel Numismatic Journal (INJ) as one “amuta”

          o an annual conference of the INS

          o uniform basic dues for each of the branches

          o fund raising

          o an internet site for the INS

          o appointment of a Secretary, Bursar and state-wide board for the INS

          o determining a program to enlarge the number of participants the activities of the INS

          o report of the acting editor of the INJ Donald Ariel, on the progress of volume 15 in memory of Professor Ya`akov Meshorer

           

      · The suggestion to join the INS and the “amuta” of the INJ: The INS was formally incorporated in 1957 as an “Ottoman Society”. Today the INJ is published by an “amuta” which is independent of the INS. We believe that the INJ should return to being an inseparable part of the INS, and be published under its aegis, as is customary with scientific journals throughout the world. Unfortunately the suggestion to reconnect the INS and the INJ has been thwarted by the strong objection of a number of members of the board of the INJ “amuta”. The result is that today the INS does not publish its own journal.

      · In the light of these developments the INS should inaugurate a new scientific journal of international caliber, which will see light regularly on an annual basis.

      · Annual conference of the INS: The first annual conference is planned for the summer of 2006. In it preference will be given to young scholars as well as veteran members—for whom less opportunities to lecture have been afforded in the framework of the branch activities. On that day the annual general meeting of the INS will take place.

      · “Friends of the INS”: This idea—developed with David Hendin, who lives in New York—entails to create a formal “friends of the INS” to include collectors and scholars involved in the numismatics of the region of Israel, and who are interested in supporting the activities of the INS. Many “friends” throughout the world will be able to become overseas members of the INS. Unlike the membership fees of the local membership, the membership fees of the overseas members will allay the expenses of production of the annual journal, and/or other activities of the INS, as in conferences and scholarships.

      · Audit committee: This general meeting must select two members to constitute an INS audit committee.

      · Rules and regulations (Charter): The present rules and regulations of the INS was composed almost a half century ago. It was discovered that most of the directives of the original document were never followed. Therefore, we have taken upon ourselves to update it for our current needs. This is particularly important, as we may need to present an updated charter if we are required to register the INS as an “amuta”. Towards this end the charters of other numismatic societies abroad were examined, as well as that of a similar society in Israel (the “society for the advancement of classical studies in Israel”). A draft of this document was shown to representatives of the branches, who in turn contributed their ideas, until the current document was crystallized.

       

      · Legal status of the INS: Today the INS is incorporated as an “Ottoman Society”. It is likely that the INS will be legally obligated to register as an “amuta”, as many other “Ottoman Societies” have been forced to do in the past years. We are currently clarifying that issue. For this end it is important that the general meeting vote to allow the INS to become an “amuta”, if the law requires it.

      · Announcements: Congratulations are warmly given to Professor Dan Barag on his receipt of the Kindler Prize, on March 13, 2006, in the Tel Aviv branch.

      · On April 24, the Tel Aviv branch is organizing a members tour of Arad and Masada. Members of all of the branches are invited.

      · On May 5, 2006, the Meshorer Prize will be awarded to Dr Michel Amandry, Chief Curator of the Cabinet des Medailles of the Bibliotheque Nationale of France, and president of the International Numismatic Association. On May 10, 2006, Dr Amandry will lecture at the Jerusalem branch. Details will follow.

Votes:

    1. The updated rules and regulations were unanimously approved.

    2. Agreement in principle to register the INS as an “amuta” was unanimously approved.

    3. David Farahdel and Dr Alexander Gelman were selected to constitute the INS Audit committee.
